The Yamhill County Road Maintenance Habitat Conservation Plan (HCP) was developed for the U.S. Fish and Wildlife Service (USFWS) by Yamhill County, Oregon (County) to allow the County to receive an incidental take permit under the Endangered Species Act for Fender's blue butterfly and Kincaid's lupine.
