Overview:
A “mass gathering” means an assembly of one thousand people or more which is held in the unincorporated areas of Yamhill County, primarily in open spaces and not in any permanent structure. All mass gatherings require a permit approved by the Board of Commissioners. Additionally, all mass gatherings must:
- Comply with health and safety rules established by the Oregon Department of Human Services;
- Not materially alter the capability to use the property upon which the mass gathering is to be held;
- Where applicable, comply with all land use exception regulations; and
- nclude a fire protection plan, public safety plan, health and medical plan, and parking and traffic control plan.
